California landlords prohibited from charging these fees starting in April

Starting April 1, a new California law prohibits landlords from charging tenants fees for delivering lease termination notices and for paying rent or security deposits by check. It limits security deposits to one month's rent, with written explanations required for higher charges from military service members. Additionally, landlords must document unit conditions before and after tenancy for security deposit claims. Tenants can also opt to have positive rental payment information reported to credit agencies.
